Steps to Perform a Wedding in Virginia

1. Minister Eligibility and Registration

Ministers who wish to officiate weddings in Virginia must:

  • Be at least 18 years old.
  • Present an ordination credential to the county clerk or a judge in the county where the ceremony will occur.
  • Demonstrate affiliation with a recognized religious society and regular practice as a minister.

2. Wedding Ceremony Requirements

  • Marriage by Proxy: Not allowed.
  • Minister Presence: Required.
  • Witnesses: None required.
  • Consent and Pronouncement: The couple must provide verbal consent (“I do”) and the officiant must pronounce them married.

Couples are free to customize the ceremony beyond these legal elements.


3. Marriage License Requirements

Couples must obtain a marriage license from the county clerk’s office in the county where the ceremony will take place.

Requirements for the Couple:

  • Age: Must be 18 or older; minors aged 16-17 need guardian consent.
  • Identification: Standard government-issued photo ID.
  • Residency: Not required.
  • Prohibited Unions: Siblings, uncles/aunts with nieces/nephews, or those already married.
  • Cost: $30.

Virginia does not require blood tests for marriage licenses.


4. Perform the Wedding Ceremony

The ceremony must include:

  1. A verbal declaration of consent from both parties.
  2. The officiant’s pronouncement of the couple as married.

No witnesses are required.


5. Return the Marriage License

Once the ceremony is complete, the officiant must:

  1. Ensure the license is filled out correctly, including:
    • The officiant’s title (“Minister”).
    • Church or ordaining body (“Ministries of Love”).
    • The officiant’s home address (if required).
  2. Return the license to the county clerk’s office within 5 days of the ceremony.
